Primary Role

ISIS (the Islamic State of Iraq and Syria, also called Islamic State or Daesh) grew out of al-Qaeda in Iraq, founded by Abu Musab al-Zarqawi. In June 2014, under Abu Bakr al-Baghdadi, it declared a 'caliphate' across eastern Syria and western Iraq and said it sought to govern all Muslims. At its peak it controlled almost 40 per cent of Iraq and recruited up to 33,000 foreign fighters; it lost the last of its territory in Iraq and Syria in 2017-2019, but has declared 'provinces' across the Middle East, Africa and Asia (Counter Extremism Project).

ISIS is a listed terrorist organisation under Australia's Criminal Code. Through its English-language magazine Rumiyah it called for lone-wolf attacks in Western countries, including Australia (SITE Intelligence Group, 2016). Australians who joined, recruited for or acted in its name - including several on this tree - are shown in the bottom row.

In the House of Representatives on 3 March 2026, Phillip Thompson, LNP Member for Herbert, read out words he attributed to an Australian woman linked to ISIS: "Kill the kafir, the non-believer. In alleyways, stab them and poison them. Poison your teachers, go to haram restaurants and poison the food in large quantities... Our husbands die on the front lines; that doesn't stop women in the West from sending their husbands to kill the kafir - back to the UK, Australia and US." He said she had also written: "the next time I will step into Australia is when we come and make it a part of the Islamic State." Thompson told the House: "There's no such thing as an ISIS bride. These are ISIS members, ISIS sympathisers," and said the woman's citizenship, cancelled in 2019, had been reinstated in 2023 and that she now lives in Melbourne.

In July 2026 it emerged that Perth-born, Adelaide-trained doctor Tareq Kamleh ("Dr Jihad"), who appeared in ISIS propaganda and was widely reported in 2018 to have been killed (unverified reports), is alive in an Iraqi prison - one of 13 ISIS-linked Australian men held there who want to return. The Australian Federal Police hold an active warrant for him for terrorism offences (SBS). The Australian reported that a source claimed to have briefed DFAT and ASIO that he was alive in 2022 and again in 2025, and that DFAT decided to "stay out of it" (via The Nightly). Asked when the government knew, Treasurer Jim Chalmers said "the only details I have are the details in the story" and that the government "hasn't and won't be providing any assistance to any Australian who made the choice to join a terrorist organisation"; Clare O'Neil said he should "rot in jail" (SBS).
